October 2021 Update
The Springvale Boulevard Project will see a full upgrade of the road and footpaths located on Springvale Road between Balmoral Avenue and Windsor Avenue.
The construction works will be conducted by MACA Infrastructure Pty Ltd (MACA).
Construction commenced in mid-August 2021 and is expected to finish by late-August 2022.
What can you expect
Springvale Road will be temporarily closed to traffic between Windsor Avenue and Balmoral Avenue for the hours of 9pm to 5am for the following dates:
- Sunday, 10 October to Friday 15 October
- Tuesday, 26 October to Thursday 28 October
The road will be closed to safely work on the centre median as part of Stage 1 of the Springvale Boulevard Project.
During the closure, traffic controllers will be in attendance at the intersections of Windsor and Balmoral Avenue and will provide local access. Signage will be displayed to show detours around the work zone.
What we’ve done so far
Since our last update we have:
• relocated and protected underground utility services
• continued site investigations to better understand the ground conditions before we start major construction
• completed property conditioning surveys along Springvale Road
• installed temporary street lighting
• removed trees in the centre median
• installed temporary fencing and traffic barriers
• installed site compound in Warwick Avenue car park.
Upcoming works
Centre median works
In the upcoming month you will see most of our works occurring in the centre of Springvale Road. For our next phase of works we will level and asphalt the surface to make it safe to drive on. These works will be completed in three stages:
Stage 1A – Windsor Avenue to the pedestrian crossing
Stage 1B – the pedestrian crossing to Balmoral Avenue
Stage 1C – the pedestrian crossing.

Traffic changes – temporary right hand turn bans
The right turning lane from Springvale Road onto Windsor Avenue and the right turn out from Windsor Avenue onto Springvale Road, have been temporarily closed, to ensure that our workers and the community are kept safe during these works. These turning lanes will be reinstated once the works have been completed, which is expected to be around August 2022.
Traffic light changes
We have replaced the current pedestrian lights with temporary pedestrian lights for the duration of the works. Once the project is complete, new permanent pedestrian lights will be installed.
Pedestrian crossing changes adjacent to Post Office
In Stage 1C we will need to temporarily relocate the pedestrian crossing 9 metres north of the current location. Once Stage 1C is complete, the pedestrian crossing will be reinstated to the original location.
Working hours
Most of our works will take place between 7am and 5.30pm Monday to Friday. Night works will be undertaken between 6pm and 6am Sunday to Thursday. When night works are required, we will provide advanced notice, so you can plan and prepare.
Keeping you informed
Moving forward, we will distribute regular construction updates to the impacted traders, business owners and residents in the area to ensure accurate and timely information is being provided.
