The Level Crossing Removal Project, on behalf of the Victorian Government, is getting rid of the level crossing at Webster Street, Dandenong.
This project will involve closing Webster Street at the level crossing and building a new road under the rail line, connecting Cheltenham and Hammond roads to Princes Highway–Lonsdale Street, changing how people travel around Dandenong for the better.
Webster Street will be closed to vehicles at the level crossing in late 2025 while construction is underway on the new road underpass to be completed by 2028.

Council Advocacy
The following is a summary of the key outcomes the Webster Street Level Crossing Removal Project is expected to be meet which are included in Greater Dandenong City Council’s submission to the projects public consultation undertaken in November/December 2023. (Please note, this summary does not include all expectations for this project.)
- The LXRP Project Team shall endeavour to align with the existing master plans for the Dandenong Activity Centre and where required, will work with relevant stakeholders to update these plans to consider the opportunities and implications of this Level Crossing Removal Project.
- Place a key emphasis on architectural and urban design excellence and place making for the project, including integration into the Little India Cultural Precinct.
- Increase the area and quality of open space available in proximity to the residential and industrial areas along the Dandenong Creek corridor.
- Workshop options with key stakeholders to determine the best outcome for the Foster Street and Cheltenham Road designs to take advantage of the reduced traffic through this section of the Dandenong Activity Centre
- Complete the cycling corridors along Dandenong Creek and Cheltenham Road and improve active transport integration to the north and south and grade-separate road crossings.
- Work collaboratively with Council to achieve a 'no net loss' of car parking.
- Increase net tree canopy and vegetation.
- Improve drainage in the area surrounding the project, including addressing existing flooding issues on the Cheltenham Road rail underpass.
- Minimise impact of traffic disruptions to the community during, as well as following, construction including undertaking mitigation works.
- Provide clear, open, regular, and transparent communication to all stakeholders including the general public throughout the project.
Council will be advocating to the project throughout its development and construction to meet these expectations.
